Doing a good job in the consumption of new energy under the new situation is an important part of planning and constructing a new energy system and a new power system. It is of great significance to increase the proportion of non fossil energy consumption and promote the achievement of the "dual carbon" goal. In order to thoroughly implement the important speech of General Secretary Xi Jinping at the 12th collective study of the Political Bureau of the Communist Party of China Central Committee, enhance the power system's ability to absorb new energy, ensure the large-scale development of new energy while maintaining a reasonable level of utilization, and promote the high-quality development of new energy, the relevant matters are hereby notified as follows.
1、 Accelerate the construction of new energy supporting power grid projects
(1) Strengthen planning and management. For supporting power grid projects of 500 kV and above, the National Energy Administration organizes project adjustments within the national power development plan every year, and opens up a "green channel" for key projects such as large-scale wind and photovoltaic bases and integrated river basin water, wind and solar bases in the national layout to accelerate the adoption of a number of new energy supporting power grid projects. For supporting power grid projects below 500 kV, provincial energy regulatory authorities should optimize management processes and do a good job in project planning and management; Based on the development plan and project layout of distributed new energy, organize power grid enterprises to coordinate the preparation of distribution network development plans, scientifically strengthen the construction of distribution networks, and enhance the carrying capacity of distributed new energy.
(2) Accelerate project construction. Energy regulatory authorities at all levels, in conjunction with power grid enterprises, shall establish a project list for new energy supporting power grid projects that have been included in the plan every year according to their authority. Under the premise of ensuring safety, they shall accelerate the preliminary, approval, and construction work. Power grid enterprises shall report the progress of projects to the energy regulatory authorities on a quarterly basis, and copy the corresponding dispatched agencies of the National Energy Administration in their respective locations. The power grid enterprise shall bear the main responsibility for the construction of the power grid project, and shall coordinate with the power generation enterprise to determine the construction and commissioning timing of new energy and supporting power grid projects, optimize investment plan arrangements, and ensure smooth connection with the preliminary work progress of the project. The project construction shall not be affected due to delayed funding arrangements. For new energy supporting transmission projects that are difficult for power grid enterprises to construct or have mismatched planning and construction timelines, power generation enterprises are allowed to invest in construction. After consultation and agreement between the power grid enterprise and the power generation enterprise, the power grid enterprise may repurchase them in accordance with laws and regulations at an appropriate time. To do a good job in the consumption of new energy in 2024, we will focus on promoting the construction of a number of supporting power grid projects (see attachments 1 and 2 for details).
(3) Optimize the network connection process. Power grid enterprises need to optimize their workflow, simplify the review process, promote parallel processing, reduce processing time, and further improve efficiency. We should actively provide services for the integration of new energy into the power grid in accordance with relevant national regulations on fair and open power grids, and adopt more methods such as "online acceptance" and "one-time notification" to accept applications for grid access.
2、 Actively promote the improvement of system regulation capability and the coordinated development of network resources
(4) Strengthen the construction of system regulation capability. Provincial energy regulatory authorities, in conjunction with agencies dispatched by the National Energy Administration and relevant departments, should conduct an analysis of the demand for power system regulation capacity based on the growth scale and utilization rate targets of new energy. They should develop a plan to enhance the regulation capacity of the local power system according to local conditions, clarify the scale of new coal-fired power flexibility transformation, regulating power sources, pumped storage, new energy storage, and load side regulation capacity, as well as inter provincial mutual assistance and other regulation measures, and organize their implementation. The National Energy Administration, in conjunction with the national power development plan, organized and carried out the optimization layout of inter provincial and inter regional system regulation capabilities, promoting the optimal allocation of regulation resources.
(5) Strengthen the evaluation and recognition of the effectiveness of regulating resources. Provincial energy regulatory authorities, in conjunction with agencies dispatched by the National Energy Administration, shall organize power grid enterprises and other units to conduct comprehensive evaluations of the flexibility transformation effects of coal-fired power units, identify actual regulation capabilities, analyze operational conditions, and propose improvement requirements; Carry out evaluation and certification of the regulation performance of various energy storage facilities, propose management requirements, and ensure the regulation effect; Reasonably evaluate the scale and confidence of load side regulation resources participating in system regulation, and continuously explore potential.
(6) Arrange the construction of new energy projects in an orderly manner. Provincial energy regulatory authorities should combine their consumption capacity, scientifically arrange the development layout, production timing, and consumption direction of centralized new energy, guide and supervise city (county) level energy regulatory authorities to reasonably arrange the development layout of distributed new energy, urge enterprises to effectively implement it, and strengthen the coordination between new energy and supporting power grid construction. For large-scale wind and photovoltaic bases in desert and Gobi desert areas included in the planning layout scheme, it is necessary to coordinate and promote the construction of new energy projects in accordance with the timing requirements of relevant national departments for the construction of wind and photovoltaic bases and supporting ultra-high voltage channels.
(7) Effectively improve the grid connection performance of new energy. Power generation enterprises should vigorously improve the friendly grid connection performance of new energy, explore the application of new technologies such as long-term power forecasting, grid type new energy, and various new energy storage, and enhance the accuracy of new energy power forecasting and active support capabilities. Power grid enterprises should actively cooperate with power generation enterprises, strengthen the sharing of basic information and historical data of provincial/regional new energy stations, and jointly promote the progress of new energy friendly grid connection technology. The National Energy Administration organized the revision of new energy grid connection standards, clarified the operating norms for new energy grid connection, promoted the implementation and application of standards, improved the performance of new energy grid connection, and promoted the high-quality development of new energy.
3、 Fully leverage the role of the power grid resource allocation platform
(8) Further enhance the capacity of power grid resource allocation. Power grid enterprises should combine the construction of new energy bases to further increase the proportion of new energy transmission channels across provinces and regions; Adjust the operation mode in a timely manner according to the needs of new energy consumption, strengthen inter provincial mutual aid, and expand the scope of consumption; Comprehensively enhance the observability, measurability, adjustability, and controllability of the distribution network; Improve the scheduling and operation procedures, promote fair allocation of various regulatory resources, and fully leverage regulatory capabilities; Build an intelligent scheduling system to improve the power grid's ability to regulate high proportion new energy. Promote the construction of new energy microgrids and renewable energy local area networks according to local conditions, and enhance the capacity of distributed new energy consumption.
(9) Fully leverage the role of the electricity market mechanism. Provincial energy regulatory authorities, agencies dispatched by the National Energy Administration, and relevant departments shall accelerate the construction of electricity market mechanisms that are compatible with the characteristics of new energy in accordance with their responsibilities. Optimize the inter provincial electricity trading mechanism, allowing the power transmission party to complete the power transmission plan by purchasing new energy electricity from the receiving province during periods of lower electricity prices in the receiving province, as stipulated in the contract. Accelerate the construction of the electricity spot market and further promote the participation of new energy in the electricity market. Breaking down inter provincial barriers and not restricting cross provincial new energy trading. Explore the orderly and fair participation of distributed new energy in market transactions through aggregation agents and other methods. Establish and improve regional electricity markets, optimize inter provincial staggered mutual assistance space and resource sharing capabilities.
4、 Scientific optimization of new energy utilization targets
(10) Scientifically determine the utilization rate targets of new energy in various regions. Provincial energy regulatory authorities should work together with relevant departments to scientifically analyze the consumption of new energy, fully consider factors such as new energy development, system carrying capacity, system economy, and user capacity, and fully connect with local power grid enterprises and power generation enterprises to determine the target of new energy utilization rate. Regions with better resource conditions may appropriately relax the target of new energy utilization rate, which should not be lower than 90% in principle, and conduct annual dynamic evaluations based on the consumption situation.
(11) Optimize the target management method for new energy utilization efficiency. The provincial energy regulatory department bears overall responsibility for the local new energy utilization rate target, and organizes relevant units to study and propose the annual new energy utilization rate target in the first quarter of each year according to relevant principles. The target of new energy utilization rate in each province should be copied to the National Energy Administration and the corresponding agency of the National Energy Administration in the locality. The National Energy Administration will coordinate with relevant units nationwide and adjust the targets of some provinces if necessary.
(12) Strengthen the implementation of new energy utilization targets. The provincial energy regulatory department determines the annual development plan and supporting consumption plan for new energy based on the weight target of renewable energy power consumption responsibility and the target of new energy utilization rate for the current year. The annual development plan for new energy should determine the development scale by region, and the centralized new energy should be specific to the project and production schedule. The consumption plan should clarify various arrangements for regulating capacity construction, measures to expand consumption space, and implementation effects. Power grid enterprises should further strengthen their responsibilities and continuously improve their consumption guarantee measures around the goal of new energy utilization efficiency. For provinces where the actual utilization rate has not reached the target, the National Energy Administration will urge rectification through interviews, notifications, and other means.
5、 Solidly carry out statistical management of new energy consumption data
(13) Unified statistical caliber for new energy utilization rate. Power generation and grid enterprises must strictly implement the statistical methods for the available power generation and restricted power generation of wind farms and photovoltaic power stations as stipulated in the "Management Measures for Monitoring and Statistics of Wind Farm Utilization Rate" (National Energy Development New Energy Regulation [2022] No. 49) and the "Management Measures for Monitoring and Statistics of Photovoltaic Power Station Consumption" (National Energy Development New Energy Regulation [2021] No. 57) (hereinafter referred to as the "Measures") issued by the National Energy Administration. The utilization rate of new energy shall be calculated based on the situation where only the limited power due to system reasons is considered. Grid enterprises shall clarify and publish the identification standards and calculation explanations for the limited power due to special reasons.
(14) Strengthen the verification of new energy consumption data. Power generation and grid enterprises must strictly comply with the requirements of the Measures and submit basic data such as the scale of new energy grid connection, utilization rate, available power generation, actual power generation, restricted power generation, and special reasons restricted power generation to the National New Energy Power Consumption Monitoring and Early Warning Center. They should cooperate with the National New Energy Power Consumption Monitoring and Early Warning Center to conduct data statistics and verification. The National New Energy Power Consumption Monitoring and Early Warning Center, together with the National Renewable Energy Information Management Center, jointly carries out the statistical verification of new energy consumption data and reports the new energy consumption situation to the National Energy Administration.
(15) Strengthen information disclosure and statistical supervision. All levels of power grid enterprises shall strictly comply with the requirements of the Measures and disclose basic data such as utilization rate, available power generation, actual power generation, restricted power generation, and special reason restricted power generation to their power dispatch agencies on a monthly basis for wind farms and photovoltaic power stations within their dispatch scope. The National Energy Administration dispatched agencies to supervise and inspect the statistical work of new energy consumption data of power generation and grid enterprises, urging relevant units to truthfully collect and disclose data.
6、 Regularly carry out monitoring, analysis, and supervision of new energy consumption
(16) Strengthen monitoring, analysis, and early warning. The National Energy Administration organizes the National New Energy Power Consumption Monitoring and Early Warning Center and the National Renewable Energy Information Management Center to carry out monthly consumption monitoring, semi annual analysis and consultation, and annual consumption evaluation. Comprehensively track and analyze the national situation of new energy consumption, conduct special research on difficult areas for new energy consumption, and urge all units to implement their responsibilities according to their division of labor. Every year in the first quarter, a summary of the previous year's new energy consumption work should be made, and the utilization rate and consumption space of new energy in each province for the current year should be calculated on a rolling basis. At the same time, medium and long-term (3-5 years) calculations should be carried out, and measures and suggestions should be proposed.
(17) Carry out supervision of new energy consumption. The National Energy Administration and its dispatched agencies regard the regulation of new energy consumption as an important regulatory content, focusing on the requirements of consumption work, implementing consumption measures, and conducting regular supervision. Strengthen the supervision of cross provincial consumption measures for new energy and urge relevant units to cancel unreasonable restrictive measures.
All regions and units should conscientiously carry out the work of new energy consumption according to the above requirements. In case of major issues, they should promptly report to the National Energy Administration.
