Energy bureaus of various provinces (autonomous regions, municipalities directly under the central government), relevant provinces (autonomous regions, municipalities directly under the central government), Xinjiang Production and Construction Corps Development and Reform Commission, Beijing Municipal Urban Management Commission, various dispatched agencies, and member units of the National Electric Power Safety Committee:

 

Under the guidance of carbon peak and carbon neutrality targets, the proportion of new energy installed capacity has rapidly increased, and new grid connected entities such as new energy storage, virtual power plants, and distributed smart grids have emerged widely. Significant progress has been made in the construction of new power systems. However, due to the scattered regulations and standards related to the safety management of new energy and new grid connected entities, some new grid connected entities have not been included in the unified dispatch, resulting in a partial vacuum in the safety management of the grid and affecting the safe and stable operation of the power system. In order to thoroughly implement the new energy security strategy of "four revolutions and one cooperation", implement the "Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Strengthening the Stability of the Power System under the New Situation" and the "Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Strengthening the Construction of Peak shaving, Energy Storage and Intelligent Dispatch Capacity of the Power Grid", further enhance the network security capabilities of new energy and new grid connected entities, and strengthen the rigid implementation of existing safety management norms and standards, the relevant matters are hereby notified as follows.

 

1、 Accurately grasp the overall requirements of network security management work

 

(1) We attach great importance to the management of cyber security. Strengthening the safety management of new energy and new grid connected entities, ensuring their safe and stable operation, is the foundation and prerequisite for serving the high-quality development of the new power system. Once a grid connected entity experiences a safety accident, it not only damages current interests but also has adverse effects on the long-term development of the industry. Each unit should closely adhere to the goals of energy transformation and power supply guarantee under the new situation, innovate safety management models with a high sense of responsibility and mission, effectively control safety risks, and resolutely prevent grid connected safety accidents from occurring.

 

(2) Scientifically define the scope of network security management. The dispatched agencies of the National Energy Administration shall, in conjunction with local power management departments, comprehensively consider the actual situation such as system safety needs, technical and economic feasibility, and the capacity of grid connected entities. Based on the types, capacity scales, access voltage levels, and system operation characteristics of new energy and new grid connected entities, scientifically define the scope of network related safety management for new energy and new grid connected entities within their jurisdiction, and effectively manage those that must be managed. For existing new energy and new grid connected entities that have been included in the scope of network security management but do not currently meet the requirements of network management, the dispatched agencies of the National Energy Administration should work with local power management departments to scientifically formulate renovation plans and steadily promote them.

 

(3) Consolidate the responsibilities of all parties involved in network security management. The power dispatch agency should strengthen the unified dispatch and management of new energy and new grid connected entities included in the scope of grid related safety management, and carry out technical supervision of grid related secondary systems and monitoring systems in accordance with relevant laws, regulations, standards and specifications. Power grid enterprises should strengthen the risk control of power grid safety and provide guarantees for the safe grid connection of grid connected entities. Owners (units) of new energy and new grid connected entities included in the scope of network security management must strictly fulfill their main responsibilities, accept unified dispatch by power dispatching agencies, implement network security management rules and regulations, and meet the needs of system security and stable operation.

 

2、 Effectively enhance the security performance related to the internet

 

(4) Optimize network management services. Power dispatching agencies should strengthen professional training for grid connected entities and help them improve the professional level and work ability of their technical personnel. Pre participation in the design and construction process of grid connected entities, smooth communication channels, and timely guidance for grid connected entities to solve technical problems encountered. Before grid connection, the power dispatching agency shall strictly review the performance type test reports provided by the grid connected entities included in the scope of grid safety management. The reports shall be issued by a third-party organization with CNAS/CMA qualifications (recognized by the China National Accreditation Service for Conformity Assessment or China Metrology Certification) or equivalent qualifications, and can only be connected to the grid after approval from the review; After grid connection, the power dispatching agency should strengthen the evaluation of grid related performance during operation, timely propose improvement requirements, and ensure stable grid related performance.

 

(5) Promote friendly grid connection among grid connected entities. Owners (units) of new energy and new grid connected entities should organize and implement engineering project construction in accordance with the requirements of the "Guidelines for Safety and Stability of Power Systems" (GB 38755-2019), "Technical Guidelines for Grid Source Coordination of Power Systems" (GB/T 40594-2021), as well as national and industry standards related to wind power, photovoltaics, and energy storage, to ensure that secondary system configurations such as relay protection, safety and stability control devices, and communication equipment meet the requirements and avoid "network connection with faults". Among them, centralized new energy sources that gather remotely (such as large bases) should have support capabilities such as rapid voltage regulation and suppression of broadband oscillations. If necessary, devices such as phase-shifting cameras should be installed to prevent large-scale disconnection.

 

(6) Promote technological innovation and revise standards for internet related technologies. Actively carry out research, verification, promotion and application of new energy and new grid connected technologies, and enhance their safety substitution capabilities. Promote the revision of grid connection standards for new technologies and equipment, and gradually build grid related safety performance that is compatible with the development of new power systems.

 

3、 Strengthen the management of network related parameters

 

(7) Standardize the management process of network related parameters. Power dispatching agencies should strengthen the unified management of grid related parameters of grid connected entities included in the scope of grid related safety management. The control logic and parameters, as well as the network protection settings, of the safety related equipment of the grid connected entity shall not be adjusted without authorization. The upgrade or renovation plans for key technical parameters shall be fully demonstrated and submitted to the power dispatching agency for review and approval before implementation. After the control logic or parameters change, a network performance review test should be conducted within the specified time to ensure that the network performance requirements are met.

 

(8) Strengthen modeling and parameter measurement management. The power dispatching agency should conduct electromagnetic transient simulation or electromechanical electromagnetic hybrid simulation verification for high proportion power electronic equipment connected to the grid based on the measured modeling of the grid connected main body. The grid connected entity shall carry out electromagnetic transient and electromechanical transient modeling and parameter measurement according to the requirements of power system stability calculation and analysis. Before grid connection, the grid connected entity shall provide the corresponding models of electromagnetic transient and electromechanical transient models of the grid connected power generation equipment to the power dispatching agency. New energy and new grid connected entities that are not included in the scope of network security management can be provided by equipment manufacturers on behalf of them.

 

(9) Implement the requirements for retesting network related parameters. Power dispatching agencies should improve the full cycle and refined management mechanism of grid related parameters for grid connected entities, to ensure the scientific and accurate calculation and analysis conclusions of power system stability. The AGC, AVC, SVG, primary frequency regulation and other parameters related to the grid should be retested regularly, with a retest period not exceeding 5 years. The testing should be carried out by a third-party organization with CNAS/CMA qualifications or equivalent qualifications. The test plan, test results and test reports should be reviewed and confirmed by the power dispatching agency.

 

4、 Optimize grid connected access services

 

(10) Strengthen the risk assessment of grid access security. Power grid enterprises should conduct in-depth research and analysis on the security risks of distributed new energy access, cooperate with the assessment of the carrying capacity of distributed new energy access to the power grid, and guide the scientific layout, safe access, and efficient consumption of distributed new energy. Local power management departments should fully consider the impact of distributed new energy access on the safe operation of the power grid when conducting the assessment of the carrying capacity of distributed new energy access to the power grid.

 

(11) Implement grid connection scheduling protocol management. Power dispatching agencies should adhere to unified dispatching and hierarchical management, and organize new energy and new grid connected entities included in the scope of network safety management to sign grid connected dispatching agreements. When signing a grid connection scheduling agreement with a virtual power plant, the power dispatching agency may divide the aggregated adjustable resources into one or more virtual power plant units based on the different physical and electrical zones of the power grid where the aggregated adjustable resources are located. The power supply connected internally to the virtual power plant shall be subject to network related safety management in accordance with the requirements of grid connected power supply. The overall operation management of the virtual power plant shall comply with the requirements, and shall not involve network related parameter and performance management.

 

(12) Strengthen the control of grid connection process. New energy and new grid connected entities included in the scope of network security management should organize grid connection acceptance work to ensure that primary and secondary equipment and various systems meet grid connection requirements. Power grid enterprises and their power dispatching agencies should confirm the configuration, parameters, performance, and control capabilities of the grid connected equipment of the main body. Those that do not meet the conditions shall not be connected to the grid. After grid connection, each grid connected entity should complete all grid related tests and submit qualified test results to the power dispatching agency within the specified time.

 

5、 Strengthen grid connected operation management

 

(13) Strengthen capacity change management. Local power management departments should work with power grid enterprises to establish management mechanisms for the application, review, and testing of changes in the capacity of new energy and new grid connected entities (including AC and DC sides). Power grid enterprises should improve the process of grid connected entity shutdown and maintenance management to ensure effective control of power generation and regulation capabilities during grid connected operation. The grid connected entity must strictly follow the capacity change management process and is strictly prohibited from changing capacity without authorization.

 

(14) Strengthen the construction of regulatory and information collection capabilities. The grid connected entities included in the scope of network security management should have the ability to receive and execute control and regulation instructions from power dispatching agencies, and meet the requirements of "adjustable and controllable" power grid operation. The grid connected entity shall upload real-time operation information of major equipment in accordance with the requirements of "observability and measurability" of the power grid operation, including but not limited to remote measurements of active power, reactive power, voltage, current, and remote signals of major equipment locations and important protection signals, as well as other information required by the grid connected dispatch protocol. Information upload should meet the requirements of minute level collection, relevant operational information and scheduling control functions should be integrated into the scheduling system, and communication methods and protocols should meet the requirements of power dispatching agencies.

 

(15) Strengthen the operation and management of virtual power plants. Virtual power plants included in the scope of network security management shall submit a list of adjustable resources and change requests to the power dispatching agency on a monthly basis. In principle, adjustable resources and their capacities shall not be changed arbitrarily within the month. If adjustments are necessary, a change request shall be submitted to the power dispatching agency before the adjustment. Virtual power plants carry out real-time operation monitoring, grasp the operation status of aggregated adjustable resources in real time, automatically receive and strictly implement the clearing results of participating in the market, and timely report the execution status to the market operation agency. It is strictly prohibited to tamper with various data without authorization.

 

(16) Strengthen network security management. The grid connected entities must strictly comply with relevant laws and regulations, national standards, and industry standards on network security, optimize the network security protection system of the power monitoring system, strengthen supply chain security control, and prohibit unauthorized setting or reservation of any external control interfaces. New energy and new grid connected entities that use Internet technologies such as cloud platforms for monitoring should install network security monitoring, isolation devices and other network security facilities in accordance with laws, regulations and standards, and report to the corresponding dispatching authority for filing. The network security protection of the control functions of the technical support system (or platform) of virtual power plants should strictly comply with the requirements of the "Regulations on Security Protection of Power Monitoring Systems" (Order No. 14 of the National Development and Reform Commission of the People's Republic of China in 2014).

 

(17) Strengthen communication operation management. The operating conditions of new energy and new grid connected main communication equipment connected to the power communication network should meet the operational requirements of the power communication network and be maintained by dedicated personnel. Communication equipment should be included in the unified management of the power communication network management system and strictly comply with the requirements of communication scheduling, operation, maintenance and management. The information sent to the power dispatching agency should be complete, accurate, and the communication link should be reliable and stable.

 

6、 Create a safe development environment

 

(18) Establish a sound supervision and management mechanism. The National Energy Administration and its dispatched agencies, as well as local power management departments, should strengthen the supervision and management of grid related safety, improve the coordination mechanism of supervision and management, and regularly organize supervision and inspection of power grid enterprises, their power dispatching agencies, and grid connected entities. The power dispatching agency should strengthen the safety management of grid connected entities. For behaviors such as damaging communication equipment and facilities taken by grid connected entities to avoid the regulation of the power dispatching agency, the dispatching discipline should be strictly enforced and assessed in accordance with relevant regulations. If necessary, the grid disconnection procedures should be carried out in accordance with regulations, and the situation should be reported to the National Energy Administration, its dispatched agencies, and local power management departments.

 

(19) Strengthen publicity and guidance work. Strengthen the promotion and interpretation of policy documents, enhance the awareness of safety governance, consolidate consensus on safe development, and create a safe environment conducive to the development of grid connected entities. Actively promote positive examples, timely summarize and promote advanced experiences and effective practices explored in practice in various regions.
